Nearly 30 companies have submitted applications to the two governments, seeking to participate in the signing ceremony, including finance, mining, transportation and education as well as large and small scaled companies. At present, Chinese and Canadian government are conducting investigation, and will soon decide which companies will be involved in, Canada aircraft manufacturer Bombardier has submitted the application and intended to attend the signing ceremony.

 

The Chinese government announced: Canada Prime Minister Harper was invited to visit China on February 7, 2012.

Chinese Foreign Ministry spokesman LIU Wei Min announced on January 31, 2012: upon invitation by the Prime Minister WEN Jia Bao of the State Council, Canada Prime Minister Stephen Harper will officially visit China from February 7 to 11th 2011. 配合加拿大总理国事访华

中国政府宣布：加拿大总理哈珀应邀将于2月7日至11日访华
中国外交部发言人刘为民2012年1月31日宣布：应国务院总理温家宝邀请，加拿大总理斯蒂芬·哈勃将于2月7日至11日对中国进行正式访问。
刘为民说，当前，中加关系呈现良好发展势头，双方在经贸、能源资源、科教文卫、司法执法等广泛领域的交流与合作不断取得新进展，在国际和地区事务中保持密切沟通与协调。中加作为亚太地区重要国家，在促进各自发展以及维护地区和世界和平、稳定、繁荣方面拥有广泛共同利益和广阔合作前景。
他说，中方高度重视哈珀总理访华，愿同加方共同努力，通过此访进一步增进政治互信，拓展务实合作，推动中加战略伙伴关系不断深入发展。

 

被美打脸？ 加拿大“被迫”将石油卖中国

一则“奥巴马拒绝为加美石油管道发许可证”的消息19日被很多美国媒体和加拿大媒体放在突出位置。该消息称，奥巴马18日与加拿大总理哈勃通了电话，解释了为何最终拒绝批准这项由加方发起的加美石油管道项目。美国彭博新闻社等媒体联系起哈勃2月份即将访华一事评论说，美方的拒绝可能会促使加拿大转向对中国输出石油。

在18日与奥巴马通过电话后，哈勃的办公室发表声明称，总理对美国的决定深表失望。哈勃和奥利弗都表示，将加大拓展亚太、尤其是中国市场的力度。哈勃表示，加拿大将“继续致力于能源出口多元化”。

《温哥华太阳报》称，美加两国国会议员普遍认为，此举将迫使加拿大在石油贸易领域倒向中国，中国将成为艾伯塔油砂的新的主要买主。美众议院议长博纳此前表示，如果该项目受阻，哈勃就会“把宝贵的石油卖给中国人”，这对美国不利。报道援引一些分析家的话称，出于民族自豪感，哈勃政府除了做出向中国靠拢的姿态外，几乎别无选择。

加拿大外交政策出现转向中国成其重点关注国家

加拿大《温尼伯自由报》12月20日援引加拿大通讯社报道称，加拿大新的外交政策确认了十多个“优先国家”，中国是其中的重点。同时，加拿大总理哈勃（StephenHarper）也热切盼望着中国对其发出访华的官方邀请。

报道说，今年5月，当哈勃任命约翰·贝尔德（JohnBaird）为外交部长时，还下令将所谓的外交政策计划方案（FPP）提上议事日程。外交部现已完成了计划草案，有消息人士说该草案将最早于本周提交内阁进行商议。消息人士称，文件认为特别需要发展同亚洲尤其是中国的贸易关系。

报道说，这一草案将指导贝尔德发展同中国以及许多其他加拿大以前未密切关注的国家的关系，草案还列出了加拿大应当加以关注的十几个“优先国家”，除中国外，还包括印度、印尼、墨西哥、巴西、土耳其、朝鲜以及南非。

同时，哈勃自己还透露了热切期盼的赴华访问计划。报道说，哈勃已经做好准备，接到通知随时就能出发。他现在等待着中国方面确定访问时间。“我在等待一个具体的日期，”哈勃19日晚表示。另外，他还强调，加拿大政府热盼与中国发展关系，并驳斥了加拿大与中国重修关系并不积极的观点。

报道指出，近期哈勃称他希望将加拿大的能源卖到美国之外的市场，这明显指的是中国。中国快速发展的经济对自然资源的需求很大。

在美遇阻后加拿大期望向中国输出更多石油

由于受到国内官员和环保主义者的巨大压力，美国政府日前推迟决定是否批准美国与加拿大政府合作的“KeystoneXL”输油管道工程。加拿大政府对此感到不满，并表示“希望向中国扩大石油出口”。

据法新社11月14日报道，加拿大总理哈勃13日表示，他期望向中国扩大石油出口。“这表明加拿大必须为了能源产品进入亚洲市场的必要性。”他说。他还表示，他已就此“与中国领导人商榷过”。哈勃强调，奥巴马推迟审批该工程对美加两国关系产生了“极其负面的影响”。
